David Rubin financial was born in Mexico City and moved to Los Angeles, California, where he spent much of his formative years. His father played a pivotal role in liberating the Bergen-Belsen DP camps after World War II, and his mother was a survivor of a Polish concentration camp. Growing up with such a profound history, he was instilled with values of perseverance, resilience, and responsibility. Raised initially in New York, his family settled in Los Angeles when he was nine, significantly shaping his life, career, and commitment to making a meaningful impact.

David attended California State University, Northridge, beginning in 1980, where he studied finance. His passion for financial structuring and investment strategies led him to become a Chartered Financial Analyst (CFA), setting the foundation for a career that spans structured finance, retirement plan management, affordable housing development, governmental advocacy, and philanthropy. Through his dedication to mastering financial markets and systems, he has made significant contributions in multiple fields, consistently striving to combine economic growth with positive societal change.

A Career Defined by Finance and Housing Innovation

Rubin's career is defined by his focus on structured finance and investment strategies that create strong returns for various governmental entities. As a principal in multiple affordable housing development projects, he has overseen the completion and management of over 2,200 housing units across the United States.

In addition to his work in affordable housing, David has expanded his efforts to include the operation of several successful companies. These include Enhanced Affordable Housing, EDJCO, a construction management and valuation firm, and Accelfunding, which employs tax strategies to generate additional equity in affordable housing projects. His ability to blend innovative financial plans with a commitment to social change has made him a leader in affordable housing development and financial engineering.

Rubin also became involved in environmental impact investments, taking advantage of tax benefits associated with solar and battery storage. His work in this area aligns financial returns with ecological responsibility, showing his ability to drive profitability while contributing to the sustainability of the environment.

Overcoming Adversity: A Personal Battle with Strength and Faith

In 2009, David’s life was deeply affected when his wife was diagnosed with pancreatic cancer. He immediately put his professional responsibilities aside to focus on her health. He tirelessly sought the best possible treatment, working closely with some of the nation’s most prestigious research hospitals, including the Salk Institute and UCLA.

Through more than a decade of experimental treatments, guided by faith and never giving up, his wife became the longest-living survivor of metastatic pancreatic cancer. David stood by her side for 15 years, demonstrating the power of love, hope, and resilience. Unfortunately, she passed away in 2024, but their journey together inspires those who witnessed their remarkable strength and perseverance.

Public Service and Philanthropy

Rubin’s impact is not limited to his career in finance and housing. He has always been dedicated to giving back to the community, and his philanthropic efforts have been as transformative as his professional accomplishments. One of his key projects was a nationwide lease-to-own housing initiative in San Diego, which allowed renters to become homeowners through tax credit financing, offering long-term stability to many families.

As Commissioner of Housing for the City of Los Angeles, David helped create policies to address the public housing crisis in the city. His leadership also extended to restructuring the housing agency's financial affairs, and he was elected Vice Chair of the appointed commissioners. His commitment to public service also included leading the restructuring of the Daughter of Charity Health System, which served indigent populations in Southern and Northern California.

2016 Rubin collaborated with the county to build the first permanent supportive housing project for released indigent patients. This project created over 500 units, utilizing innovative construction methods like prefabricated steel modules. His work provided much-needed services through social service organizations such as the Salvation Army and VOA P180, helping address the critical housing shortage for vulnerable populations.

Educational Leadership and Community Development

David has also made a significant impact on education. For 15 years, he was the President of Yavneh Academy, a private elementary school in Los Angeles. Under his leadership, the school achieved remarkable growth and academic excellence while fostering a strong connection to the community.

Additionally, Rubin served as the President of YULA, a private girls’ high school, where he spearheaded the construction of a new campus and focused on developing the next generation of leaders. David’s commitment to education also extended to his service on the Revenue Task Force for the Mayor of Los Angeles, where he provided his financial expertise to help shape the city’s economic strategies.

Global Philanthropy and Humanitarian Efforts

David’s philanthropic efforts are not confined to one area. He has contributed over $25 million to various charitable causes, including education, disaster relief, arts, and efforts to combat antisemitism. One of his most notable humanitarian efforts occurred during the October 7 war, when he organized and financed a private airlift to Israel. This airlift delivered over 4,000 pounds of military supplies, winter clothing, and other essential items to those in need, underscoring his commitment to global humanitarian causes.

Rubin received the Orthodox Union's Lifetime Achievement Award for his contributions and was honored as a Wexner Leadership Scholar to recognize his commitment to philanthropy and leadership. His dedication to giving back has made a lasting impact on countless lives.
